APPOINTMENT OF A FINANCE AND ADMINISTRATION OFFICER
 

NDI has been working in the Republic of North Macedonia since 1993. Our day-to-day work is with our principal partners in parliament, government, political parties, and civil society, and we pride ourselves on our ability to develop and implement innovative, relevant, and sustainable programs that thrive on partnership and teamwork, and deliver first-class results.

The Institute’s programs in North Macedonia are currently funded by the National Endowment for Democracy, the Swedish International Development Cooperation Agency, the Swiss Agency for Development and Cooperation, and the United States Department of State.

Due to the promotion of the previous post holder, NDI North Macedonia is seeking to employ a suitably qualified applicant as a Finance and Administration Officer in its office in North Macedonia.

POST TITLE
Finance and Administration Officer 

SALARY AND EXPENSES
85.795,00 MKD gross/monthly + Optional supplemental health care 

HOURS
40 hours per week, 52 weeks per year including public holidays and annual leave allowance as determined by Macedonian labor law. Work outside normal working hours and at weekends is often necessary and expected and it is compensated by an allocation of Other Leave Days as determined by NDI North Macedonia employment policy.  

TIMEFRAME
The length of the engagement is dependent on available donor funds.

CONTEXT AND PURPOSE OF THE JOB

Purpose
The purpose of the job is to support the implementation of NDI’s program in North Macedonia.

CORE RESPONSIBILITIES

  • Assist the Director of Finance Administration and Operations to ensure that systems are in place to record, update, file, retrieve, and copy documentation and information related to NDI’s organizational and administrative processes, including NDI templates and forms, management and policy documents, staff time sheets, leave and absence records, all non-confidential HR documents and records, and other administrative documents;
  • Assist the Director of Finance Administration and Operation to ensure that NDI’s virtual training platforms, telephone, mail, and courier operational systems are adequate and well maintained;
  • Assist the Director of Finance Administration and Operations and the Finance Manager in processing office procurements;
  • Assist the Director of Finance Administration and Operations in arranging all office and residence leases and other residence requirements for expatriate staff, and their immediate families;
  • Assist the Director of Finance Administration and Operations in handling all necessary arrangements for foreign travel and accommodation and, where necessary domestic travel and accommodation, for NDI staff and others including guest consultants and trainers, traveling on behalf of NDI or NDI-associated business;
  • Assist the Director of Finance Administration and Operations to ensure the registration, licensing (including licensing for use outside North Macedonia), insurance, parking and maintenance of all NDI vehicles;
  • Providing as-needed compliance advice and logistic support to the Senior Resident Director;
  • Oversee general office needs, handle incoming communications, take memos, maintain files and schedule appointments, help organize and maintain office common areas, maintain supply inventory, perform general office clerk duties and errands, greet guests and visitors as needed,
  • Assist the Finance Manager with the timely and accurate processing of all tax payments, withholdings, and disclosures required by law;
  • Assist and work closely with the Director of Finance Administration and Operations and the Finance Manager to complete financial matters related to human resources, leases, contracts, purchase requests, procurements, asset inventories, staff advances, and staff m consultant travel;
  • Assist the Finance Manager in managing monthly financial projections as assigned; prepare related wire requests for funds transfers, and record the payments on the bank and finance platform;
  • Assist the Finance Manager in conducting daily cash counts; verify Quicken entries on cash/chess transactions; submit related information to the Director of Finance Administration and Operation daily; alert the line director immediately to any inconsistencies or errors in the data or the manual cash count;
  • Works in close collaboration with all directors and the managers of the admin, finance, and program departments to promote cooperative professional relations between departments and staff members in admin/financial services and processes; and,
  • Performs other duties and responsibilities as may be assigned by the Senior Resident Director.  

PERSON SPECIFICATION

Qualifications

  • Completed university degree in a related field of study is essential;
  • A minimum of three (3) years relevant working experience in accounting or financial management, including with an international organization, is essential;
  • Extensive experience with Quicken/ QuickBooks and other accounting software;
  • Strong interpersonal skills to effectively work with NDI personnel, partners, and project beneficiaries;
  • Ability to prioritize and manage multiple tasks simultaneously and meet deadlines;
  • Ability to support the implementation of projects impartially and exercise responsible financial and resource management;
  • Working knowledge of Google Workspace or other online collaboration tools;
  • Excellent verbal and written communication skills in English and Macedonian is essential; use of Albanian language is desirable. 

FLEXIBILITY

To deliver NDI’s programs effectively, a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to in the responsibilities detailed above. However, such duties will fall within the scope and grade of the post.
